KCL was retained to assess a rear stair and landing from a second floor apartment with respect to applicable building codes and regulations. The apartment was one of two apartments located above a convenience store.  The apartments shared the same common back hall and landing, that provided access to the enclosed subject stair.

As reported a women fell down the stairs and was found at the bottom in the dark.

We inspected the site and photographs were taken. This site inspection included measuring the available light levels in the stairwell.

Our assessment determined that the landing that provided access to the subject stair was larger than the minimum size required by the Building Code. Further there was sufficient space on the landing for a careful person to turn around and avoid the subject stair. The stairs were found to be in good condition, level and having a slip free surface with no discontinuities that might cause a trip and fall on the stairs.

Our final opinion was that with the light switched on there was sufficient lighting to see and avoid the stair while on the top landing. Further, the edge of the landing was a sufficient distance away from the swing path of the apartment door, adjacent the top of the stair.
