Decommissioning and Demolition of the Former Goodyear Tire Plant for Development of Lakeshore Village

In 1988, Daniels Group Inc. purchased the former Goodyear Tire Plant as a "brownfields" site, with a four-storey factory dating from 1917 to be decommissioned and demolished in order to build a residential development of apartment buildings. The client retained an international consulting firm with John McGlone as Principal in Charge to manage this project so that the development work could be done to protect the environment, health and safety of the neighbours based on cost-effective and environmentally safe disposal options for all substances.

An on-site concrete crushing operation minimized the quantity of material destined for expensive landfilling off-site and maximized recycling of materials as road base.

The work involved public consultation, removal of chemicals, removal of PCBs, removal of carbon black raw materials in vats, ducts, tanks and building materials, as well as removal of asbestos-containing materials and demolition above and below grade.

The overall decommissioning of the Goodyear Tire Plant was carried out effectively and completely due to factors involved in the planning of the project. These included identifying areas of concern at the brownfield site, a preliminary environmental assessment, developing comprehensive contract specifications for process equipment decommissioning and handling of waste chemicals. A comprehensive health and safety program was developed for workers involved in handling materials covered by the Occupational Health and Safety Act and site-specific protocols were developed for special contaminants.
