
Client: Peel Condominium Corporation, Brampton, Ontario
In October 2004, Kleinfeldt Consultants Limited was retained to perform a balcony assessment at a two hundred unit, seventeen storey high-rise residential condominium building in Brampton. The balconies were made of 190mm thick reinforced concrete with a combination metal and glazing guard rail. The balcony slabs were observed to be in fair condition with some cracking and spalling occurring around the soffit edges. There were several areas where reinforcing bar had become exposed and was corroding, as well as several areas of delamination around the slab edges.
The guard rails were not part of the original scope of work, however they were included in the report because their condition was considered a health and safety risk. Most of the anchors that secured the guard rails to the slab were delaminating, and the concrete immediately adjacent to the anchors was spalling. Due to some of the floor coverings placed by the owners, the height of the guard rails was not compliant with the Ontario Building Code, and though no load testing was performed, the strength of the rails was under speculation due to the deflections that were achievable when force was manually applied.
Kleinfeldt Consultants drew upon the expertise of its engineering staff to provide the client with the professional assessment of the condition of the balconies and to determine the scope of work required to repair them.
Following the submission of the assessment report, Kleinfeldt Consultants Limited was employed to prepare specifications and tender documents, to prepare a contract for a selected restoration contractor, and to provide periodic supervision of the restoration of the balcony slabs and replacement of the guard rails. Technical staff prepared the specifications and computer drafting for the required repairs, selected contractors, invited bids, implemented the tender process and provided assistance to the client in the selection and awarding of the contract to the suitable contractor.
Kleinfeldt Consultants' Technical and Project Management staff were involved in the project from the initial assessment to the completion of the work in order to facilitate the concrete repairs and guard rail replacement in a timely and cost-effective manner.
