Kleinfeldt is the obvious choice to handle your tendering process. Our experience spans open or restricted tenders, including the double envelope system and electronic procurement and tendering (e-procurement).

Our pre-qualification questionnaire (PQQ) generates competitive, complete tenders from vendors and contractors who can guarantee performance.

If only one suitable supplier of a service or product exists, Kleinfeldt's restricted tender process is open only to prequalified vendors or contractors. Generally a two-stage process, a restricted tender's first stage involves producing a short list of suitable vendors. If your project involves issues of confidentiality, or must be expedited due to emergency situations, a restricted tender can eliminate bidders who do not have the financial or technical capabilities to fulfill your requirements.

In open bids, a double envelope system separates the technical aspects of the proposal from the financial or cost portion of the proposal. During this process, the technical proposal is evaluated first, to determine the technical merits of all proposals before muddying the waters with the financial elements. This system prevents skewing and is considered the fairest method of bid evaluation.

Construction bids often require a site visit for tenderers, particularly if the site is difficult to access, if limited space confines vehicular movement onsite, and also for the standard items: type of soil, depth of water table, availability of storage space, materials availability and prevailing market prices, availability of skilled/unskilled labour in the local area and prevailing wages, source and cost of water for construction and power and lighting sources (and the cost of erecting, maintaining and dismantling power connection onsite). Kleinfeldt schedules, announces and presides over the site visit.
